Purpose The purpose of this paper is to identify the key characteristics and propose a working definition of a smart nation. Design/methodology/approach A case study of Singapore through an analysis of the key speeches made by senior Singapore leaders, publicly available government documents and news reports since the launch of the smart nation initiative in December 2014 was carried out. Findings Just like smart cities, the idea of a smart nation is an evolving concept. However, there are some emerging characteristics (...) that define a smart nation. Research limitations/implications The paper provides an initial understanding of the key characteristics and definition of a smart nation at the nascent stage and a foundation for further research on the topic. Originality/value This paper contributes to the existing smart cities and smart nation literature by providing insights to the key characteristics of smart nation and proposing a working definition of the term. This study provides a comparison of the ethical perceptions of managers and non-managers, including professionals, teachers, sales persons and clerks, as well as technical and plant workers. Data of working individuals were collected in Hong Kong in the form of questionnaires which contain vignettes of questionable ethical issues. Factor analysis was used to identify the major ethical dimensions which were then used as the basis of comparison. Regression analyses were used to study the effect of various variables on ethical perceptions (...) in terms of the identified dimensions. Our study reviews that managers tend to possess deontological views that are more ethical than that found in other occupations. The gap between managers and professionals in perceiving unethical behavior is narrower compared to that between the former and individuals in other occupations. The acceptability of unethical behavior tends to decline with income. Besides, there are indications that people working in non-profit organizations tend to have higher ethical standards. Based on our results, recommendations are made to improve the ethical culture of organizations. (shrink)

Although current literature demonstrates how parents benefit from parent empowerment programs, the development of a quantitative measure of parent empowerment has garnered limited attention in parenting research. The goal of this research was therefore to develop and validate a quantitative measure for the assessment of practitioners’ attitudes and competence in parent empowerment. In the process of item generation, the qualitative findings derived from four studies in relation to the perceived outcomes and experiences in parent empowerment were synthesized in the first (...) stage. In the second stage, a list of narratives that articulated different themes of parent empowerment was generated, which resulted in an item pool containing 28 items. In the third stage, the research team converted the 28 items into a survey instrument. In the fourth stage, a first-scale validation study was conducted to explore the factor structure of the initial 28-item questionnaire. The exploratory factor analysis on the first sample of 366 practitioners yielded a twofold factor structure with 17 items, including practitioners’ attitudes in parent empowerment and practitioners’ competence in parent empowerment. In the final stage, a second-scale validation study was undertaken to verify the fit of the twofold factor structure. A confirmatory factor analysis on the second sample of 170 practitioners demonstrated a good model fit. The results of reliability tests for the whole scale and two subscales also indicate satisfactory internal consistency. The Parent EmpowermentviaTransformative Learning Questionnaire (PETLQ) was thus developed and confirmed as a scale with sufficient factorial validity and internal consistency to be used for assessing parenting practitioners’ attitudes and competence in parent empowerment and for evaluating the effectiveness of parent empowerment programs. Confucian philosopher Xunzi’s moral thought is considered in light of the modern focus on self-realization. Self-Realization through Confucian Learning reconstructs Confucian thinker Xunzi’s moral philosophy in response to the modern focus on self-realization. Xunzi (born around 310 BCE) claims that human xing (“nature” or “native conditions”) is without an ethical framework and has a tendency to dominate, leading to bad judgments and bad behavior. Confucian ritual propriety (li) is needed to transform these human native conditions. Through li, people become self-directing: (...) in control of feelings and desires and in command of their own lives. Siufu Tang explicates Xunzi’s understanding of the hierarchical structure of human agency to articulate why and how li is essential to self-realization. Ritual propriety also structures relationships to make a harmonious communal life possible. Tang’s focus on self-realization highlights how Confucianism can address the individual as well as the communal and serve as a philosophy for contemporary times. (shrink)

Marie van Loon | : In this paper, I argue that Alfred Mele’s conception of self-deception is such that it always fulfils the reasons-responsiveness condition for doxastic responsibility. This is because self-deceptive mechanisms of belief formation are such that the kind of beliefs they bring about are the kind of beliefs that fulfil the criteria for doxastic responsibility from epistemic reasons responsiveness. I explain why in this paper. Mele describes the relation of the subject to the evidence as a (...) biased relation. The subject does not simply believe on the basis of evidence, but on the basis of manipulated evidence. Mele puts forward four ways in which the subject does this. The subject could misinterpret positively or negatively, selectively focus, or gather evidence. Through these ways of manipulation, the evidence is framed such that the final product constitutes evidence on the basis of which the subject may believe a proposition that fits that subject’s desire that P. Whichever form of manipulation the subject uses, the evidence against P must be neutralized in one way or another. Successful neutralization of the evidence requires the ability to recognize what the evidence supports and the ability to react to it. These abilities consist precisely in the two parts of the reasons-responsiveness condition, reasons receptivity and reasons reactivity. In that sense, self-deceptive beliefs always fulfil the reasons-responsiveness condition for doxastic responsibility. However, given that reasons responsiveness is only a necessary condition for doxastic responsibility, this does not mean that self-deceived subjects are always responsible for their belief. | : Dans cet article, je soutiens que la conception d’auto-illusion chez Alfred Mele remplit toujours l’une des conditions de la responsabilité doxastique, à savoir la « sensibilité aux raisons ». Par ces formes de manipulations, la preuve est formulée de sorte qu’elle produise un fondement pour la croyance en une proposition qui s’accorde avec le désir du sujet que P. Peu importe la forme de manipulation qu’emploie le sujet, la preuve contre P doit être neutralisée d’une façon ou d’une autre. Une neutralisation réussie de la preuve requiert la capacité de reconnaître ce que soutient la preuve et la capacité d’y réagir. Ces capacités consistent précisément en ces deux parties de la condition de la sensibilité aux raisons, soit la réceptivité et la réactivité aux raisons. En ce sens, les croyances d’auto-illusion remplissent toujours la condition de la sensibilité aux raisons pour la responsabilité doxastique. Huang's book analyzes the major Neo-Confucian philosophers from the eleventh to the sixteenth centuries. Focusing on metaphysical, epistemological, and ethical philosophical issues, this study presents the historical development of the Neo-Confucian school, an outgrowth of ancient Confucianism, and characterizes its thought, background, and influence. Key concepts—for example ^Utai-ji (supreme ultimate), ^Uxin (mind), and ^Uren (humanity)—as interpreted by each thinker are discussed in detail. Also examined are the two major schools that developed during this period, Cheng-Zhu, School of Principle, and Lu-Wang, (...) School of Mind. These schools, despite different philosophical orientations, were convinced that their common goal, to bring about a harmonious relationships between man and the universe and between man and man, could be achieved through different ways of philosophizing. To understand the Chinese mind, it is necessary to understand Neo-Confucianism as a reformation of early Confucianism. This analytical presentation of major Neo-Confucian philosophers, from the eleventh to the sixteenth centuries, examines Zhou Dun-yi (1017-1073), Shao Yong (1011-1077), Zhang Zai (1020-1077), Cheng Hao (1032-1085), Cheng Yi (1033-1107), Zhu Xi (1130-1200), Lu Xiang-shan (1139-1193), and Wang Yang-ming (1427-1529). It is widely believed that implicit bias is common and that it contributes, in part, to the perpetuation of systemic injustice. Hence, the existence of implicit bias raises the question: can individuals be blameworthy for their implicit bias? Here, I consider what it is about implicit bias that renders agents blameworthy. I defend the claim that, when individuals omit to engage in activities that could prevent the influence of implicit bias on their behavior, they may be blamed for their implicit (...) bias. The plausibility of my proposal depends on whether individuals are able to engage freely in such activities and on whether there exists an obligation not to be biased (broadly put). I will answer positively to the former question and open the way for an answer to the latter, and tougher, question. (shrink)

Russell had two theories of names and one theory of description. Logically proper names are Millian names, which have only denotation but no connotation. Ordinary names are not genuine names but disguised definite descriptions subject to quantificational analyses. Only by asserting that ordinary names are definite descriptions could Russell motivate his theory of description to solve three problems for Millian names, namely, Frege’s puzzle, empty reference and negative existentials. Critics usually discuss Russell’s theories of names and his theory of description (...) separately. This paper takes a new perspective and presents a dilemma for the overall project, arguing that it is hard to be a Russellian about names coherently. The central issue is whether contextualisation is semantic or pragmatic in nature, an issue very much alive in contemporary debates. This paper traces Russell’s ambiguity on this matter back to his conception of the roles of knowledge by acquaintance and knowledge by description in naming. (shrink)

Network is a device for organizing and conceptualizing non-linear complexity. Networks defy narrative, chronology and thus also genealogy because they entail a multiplicity of traces. Networks problematize boundaries and centrality but intensify our ability to think in terms of flows and simultaneity. As a concept, network has been highly conducive to theorizing phenomena and processes such as globalization, digital media, speed, symbiosis and complexity. This in turn enables us to rethink what constitutes the foundations of intelligence, knowledge and even life (...) itself. One particularly useful application of network as a concept is the notion of the gift, which is often seen as the archetypical figure for understanding the nature of economics and social relationships. Recent research in biblical studies has provided us with a good understanding on the socioeconomic condition of Christians in ancient Rome. The comparable economic and social situations between the earliest church in Rome and the poor in the Global South today suggest that Paul’s letter to the Romans can be very relevant to holistic mission. Based on some key findings of the recent research, this paper looks at two passages in Romans, and proposes that practising love and following Christ are (...) the outworking of the holistic gospel. The implication is that Romans can be a useful resource for holistic mission. (shrink)

A standard objection to Cappelen and Lepore’s Semantic Minimalism is that minimal propositions are explanatorily idle. But Schoubye and Stokke recently proposed that minimal proposition and the question under discussion of a conversation jointly determine what is said in a systematic and explanatory way. This note argues that their account both overgenerates and undergenerates.

The null-hypothesis significance-test procedure (NHSTP) is defended in the context of the theory-corroboration experiment, as well as the following contrasts: (a) substantive hypotheses versus statistical hypotheses, (b) theory corroboration versus statistical hypothesis testing, (c) theoretical inference versus statistical decision, (d) experiments versus nonexperimental studies, and (e) theory corroboration versus treatment assessment. The null hypothesis can be true because it is the hypothesis that errors are randomly distributed in data. Moreover, the null hypothesis is never used as a categorical proposition. Statistical (...) significance means only that chance influences can be excluded as an explanation of data; it does not identify the nonchance factor responsible. The experimental conclusion is drawn with the inductive principle underlying the experimental design. A chain of deductive arguments gives rise to the theoretical conclusion via the experimental conclusion. The anomalous relationship between statistical significance and the effect size often used to criticize NHSTP is more apparent than real. The absolute size of the effect is not an index of evidential support for the substantive hypothesis. Nor is the effect size, by itself, informative as to the practical importance of the research result. Being a conditional probability, statistical power cannot be the apriori probability of statistical significance. The validity of statistical power is debatable because statistical significance is determined with a single sampling distribution of the test statistic based on H0, whereas it takes two distributions to represent statistical power or effect size. Sample size should not be determined in the mechanical manner envisaged in power analysis. It is inappropriate to criticize NHSTP for nonstatistical reasons. At the same time, neither effect size, nor confidence interval estimate, nor posterior probability can be used to exclude chance as an explanation of data. Neither can any of them fulfill the nonstatistical functions expected of them by critics. (shrink)

This paper examines to what extent Davidsonian truth-theoretic semantics can give an adequate account for empty names in natural languages. It argues that the prospect is dim because of a tension between metaphysical austerity, non-vacuousness of theorems and empirical adequacy. Sainsbury (2005) proposed a Davidsonian account of empty names called ‘Reference Without Referents’ (RWR), which explicates reference in terms of reference-condition rather than referent, thus avoiding the issue of existence. This is an inspiring account. However, it meets several difficulties. First, (...) there is no non-vacuous, interpretive truth-condition available for any T-sentence containing an empty name, because by stipulation there is no way to compose a true atomic sentence using an empty name in RWR. The absence of an interpretive truth-condition implies the absence of an interpretive reference-condition. It also entails empirical inadequacy to support an interpretation because the related propositional attitude can never be truly satisfied. These considerations cast doubt on whether truth is the proper vehicle to articulate meaning. This paper suggests that we can alleviating the problem by employing truth-conditions varying across contexts of utterance, rather than just contexts of evaluation. The result is a two-dimensional model-theoretic approach to empty names. It involves a new function coined counterfactual reference and the account is compatible with both descriptivism and Millianism. (shrink)

Carter (Noûs 55(1):171–198, 2021) argued that while most simple positive numerical sentences are literally false, they can communicate true contents because relevance has a weakening effect on their literal contents. This paper presents a challenge for his account by considering entailments between the imprecise contents of numerical sentences and the imprecise contents of comparatives. I argue that while Carter's weakening mechanism can generate the imprecise contents of plain comparatives such as `A is taller than B', it cannot generate the imprecise (...) contents of comparatives that quantify the difference between their arguments, such as `A is exactly n times as tall as B'. I then propose an alternative theory on which intervals serve as both thick degrees on a scale and denotations of numerical expressions. I argue that the alternative theory can account for the imprecise contents of both forms of comparatives as well as the data that motivate Carter's theory. (shrink)

This paper asks which free logic a Fregean should adopt. It examines options within the tradition including Carnap’s (1956) chosen object theory, Lehmann’s (1994, 2002) strict Fregean free logic, Woodruff’s (1970) strong table about Boolean operators and Bencivenga’s (1986, 1991) supervaluational semantics. It argues for a neutral free logic in view of its proximity towards explaining natural languages. However, disagreeing with Lehmann, it claims a Fregean should adopt the strong table based on Frege’s discussion on generality. Supervaluation uses strong table (...) and aims to give it a semantic justification. However, supervaluation is in turn justified by convention or mental experiments, which Lehmann argues as inadequate. The paper proposes a new justification of supervaluation based on sense and two-dimensional semantics. The resulting model, coined Supervaluational Neutral Free Logic (SNFL), resolves many conflicts between Lehmann and Bencivenga while staying close with Frege’s discussions about non-denotation. It also provides new insights into the relations among truth, logical truth, and supervaluated truth (or supertruth, for short). (shrink)

Some important meta-theoretical insights about experimental psychology are integrated into the "conjectures and refutations" framework in order to reinforce a realist's view of scientific methodology. Some issues which may be difficult for the realist's position are discussed. It is argued that there is no need for the evidential observation to mimic the phenomenon of interest; such a mimicry may even be counter-productive. A case is also made that questions about ecological validity are not relevant to the rationale of experimentation.

Health care organizations are constantly seeking ways to improve quality of care and one of the often-posed solutions to deliver ‘good care’ is reflexivity. Several authors stress that enhancing the organizations’ and caregivers’ reflexivity allows for more situated, and therefore better care. Within quality improvement initiatives, devices that guarantee quality are also seen as key to the delivery of good care. These devices do not solely aim at standardizing work practices, but are also of importance in facilitating reflexivity. In this (...) article, we study how quality improvement devices position the relationship between situated reflection and standardization of work processes. By exploring the work of Michel Callon, Michael Lynch, and Lucy Suchman on reflexivity in work practices, we study the development and introduction of the Care Living Plan. This device aimed to transform care organizations of older people from their orientation towards the system of care into organizations that take a client-centred approach. Our analysis of the construction of specific forms of reflexivity in quality devices indicates that the question of reflexivity does not need to be opposed to standardization and needs to be addressed not only at the level of where reflexivity is organizationally situated and who gets to do the reflecting, but also on the content of reflexivity, such as what are the issues that care workers can and cannot reflect upon. In this paper we point out the theoretical importance of a more detailed empirical study of the framing of reflexivity in care practices. (shrink)
